well, I came here to ask if this envelope was allowed when using the cheapest flat rate priority envelope option:
EP14F 12.5" X 9.5"
but now I just noticed eBay lists the size of this envelope next to the cheapest flat rate priority price:
USPS Priority Mail Flat Rate Envelope
Up to 70 lbs
USPS supplied packaging
12 1/2" x 9 1/2"

I was going to ask, because I've always instead used:
EP14B the "small flat rate envelope"
10" x 6" here:
Or I've used EP14GT 10" X 7" here:
I never noticed the two above that one is 1" bigger, this probably change also over the years but anyway it seems if the smaller of these 3 are a bit too small to use and you have to cram them, then the EP14F is much bigger of an envelope to use.
There's no cheaper or smaller priority flat rate envelope option or even the option that I though said "small flat rate envelop" when choosing shipping through ebay.
The EP14L Legal of course is the biggest and does cost more but it's barely bigger than the EP14F.

Priority Flat rate = the regular and smaller sized cardboard flat rate envelopes
Priority Flat Legal = the large cardboard (legal) size flat rate envelope
Priority Padded Flat rate = self explanatory
To use a smaller than legal sized cardboard Priority Flat envelope, choose Priority Mail Flat Rate envelope.
