I have a broken item claim against UPS but they tell me I cannot file as I have in the past because "We consider the sender/shipper to be the person or company that directly created the package label. Unfortunately they added restrictions, and we cannot enter it for you." I cannot find anything in eBay's support docs/FAQs that mentions any new rules or a way to file from eBay. Has anyone else encountered this roadblock?

Scroll down on the following page for instructions on how to file a UPS claim. The problem is that eBay is the merchant/shipper of record, and why you are having issues. Do let us know if this helps:

OK, I found the critical clue in there: I had to set up a new UPS account with the email address that matched what eBay has for me, and showed in the claim that I shipped via a 3rd party eCommerce site. It took it this time. I assume they will ask me separately for documentation and photos since I did not see that as part of what I submitted.
