This is the thing, I ordered a item which is mentioned the seller's list. there was Qty 04 items available. After I send the payment, seller says the item is out of stock askes to wait for 15 weeks then i replied, i cant wait that much of time so refund the money if it is out of stock. but seller didn't refund the money he take the time asking my car chassis no, old part no ect. I tried to open a case through ebay. i don't know to open a case for this. can someone send me a link to open a case for this. Thank you.
