No tracking updates

I have bought an item last year on December and it has been over a week since an update on the tracking and I tried asking the seller but they are ignoring me. Can I file a item not received?

There was an estimated delivery date in the listing when you made your purchase.  If that date has passed by at least one day, but less than 30, you can open an item not received case with eBay.

A day after the estimated delivery date Ebay gave you, open an Item Not Received case.
Go to your purchase history and click I didn't get it in the menu next to the item.
The seller will have 3 days to provide a tracking number showing it was delivered or refund.
If they don't, return to the case on day 4 and ask Ebay to step in.

No...."no tracking updates after a week mean nothing".

Like the others here stated , you can file a item not received of "estimated date of delivery"one day after that date on the item purchased.
