New Discounted Shipping Change

I am confused about the change in shipping discounts for calculated shipping. I received an email about this change.  Can someone explain the pros and cons? Thank you!

When a listing is set up with calculated shipping, the shipping calculator can be set up to show buyers either the retail price or the eBay label price.  Currently the default is to show the retail price, but you can change it in your site preferences.  

The upcoming change is: all listings with calculated shipping will show the eBay rate unless the seller specifically opts out and chooses to show the retail rate.
