Hi everyone,
I've had occasional EIS sales and am familiar with the process. However, I also sell old magazines that are mailed in manila envelopes with good ol' First Class stamps. Much cheaper shipping cost for the buyer. But, I don't see a way for this to work with EIS. Normally, the printed label has additional info on it that allows the processing facility to route the package to the correct country, etc. There would be no printed labels in this instance...just stamps. I'm guessing EIS won't work for these items?
Thanks

According to the help pages @readybuyer , eBay says sellers should ship with tracking to the EIS hub.
When shipping your item to our domestic shipping hub, always add tracking details and include the reference number on the label to ensure it arrives safely. This is done automatically for you if you create the shipping label on eBay. Keep in mind that you currently can't use combined shipping for items shipped through this program.
If you don't use an eBay shipping label, add the tracking number yourself when you receive it from your preferred carrier, and include the reference number on the label. Once your item is received at our domestic shipping hub, we'll add international tracking so that you and your buyer can track the item's progress.

USPS domestic First Class postage allows for merchandise such as flexible magazines to be mailed as letters or flats (AKA Large envelope) with just stamps, and with no tracking. However, the equivalent international shipping does not permit merchandise to be mailed a flats so you have to ship them as packages, so you might as well use EIS.
