If the item was never shipped why did you request to return an item because you changed your mind?   You opened the wrong type of case. You should've opened an item not received case in the Resolution Center. When you open a Return you have to return the item before you're refunded. It's impossible to do that if the seller has not shipped. It's too late to appeal or have eBay change it to a not received case.

Go to PayPal if you paid with PayPal and file a not received case. http://paypal.com/disputes/

If you didn't pay with PayPal but you paid with a credit card file a chargeback.

You closed the return too early, without resolution in your favor.  Seller has feedback score of 31.7%.  Didn't know it could go that low.  A drop shipper from Vietnam...  If you couldn't find that pool part at a local store or online neither could the seller.  Hope you still got to use your pool this summer.
