WATCH OUT FOR THE PEOPLE WHO BUY AN EXPENSIVE ITEM AND DONT INSURE OR ASK FOR DELIVERY CONFIRMATION..THEY ARE SCAMMERS...THEN DONT PICK IT UP FOR 60 DAYS WHICH ALLOWS THEM TO SAY IT WAS NOT DELIVERED.BECAUSE ITS NO LONGER AVAILABLE ON THE USPS WEBSITE.THEN THEY GET A CHARGE BACK FROM THE CREDIT COMPANY AND PAYPAL TAKES THE MONEY FROM YOUR PAYAL AND YOU ARE STUCK..I AM STUCK WITH NO FOOD NO PILLS AND A NEGATIVE 700 IN MY PAYPAL..WAY TO GO EBAY..DOING A CHARGE BACK AFTER NOT PICKING UP AND ITEM AFTER 60 DAYS AND EBAY DOES NOT STAND BEHIND ME AND PAYPAL IS WORSE. THEN WHEN THE cc COMPANY SEE IN THE USPS SYSTEM "NOT DELIVERED" THE CREDIT CARD RULES IN THE BUYERS FAVOR..EVEN THOUGH THE ITEM MADE IT TO THE FRONT DOOR AND THEY DID NOT PICK IT UP...I AM OUT THE ITEM AND THE MONEY..HOW FAIR IS THAT ...ITS CONSIDERED 'NOT DELIVERED' THE BUYER HAS THE CREDIT CARD COMPANY PAY THEN THE MONEY AND PAYPAL FROZEMY ACCOUNT FOR THE 700 BUCKS AND THERE IS NO RECOURSE. STAY AWAY FRO PAYPAL AND EBAY.

Did you ship a $700 item without insurance or tracking? Those two things are your responsibility for your own protection, not your buyers.

How do you know it wasn't picked up? Did you have a tracking #? At the very least , call ebay and see if you can get them to at least give you a refund on their commission. Anyway, ebay is no longer the place to sell expensive items. Even if the item arrived safely, buyer has 180 to use it and claim that you sent them a rock or something else or claim that the item broke. What a sham this site has become. Sorry

Just sayin' but just to be clear it is Paypal, not eBay who has a 180 day policy.

eBay also has nothing to do with chargebacks, that is all Paypal since they are the facilitator of CC's

Sellers need to buy insurance for themselves. Its against eBay policy to charge buyers for it. Delivery confirmation has been a requirement for quite some time now (for sellers). I assume its the gold watch? I also assume the first time around was a deadbeat buyer (I hope you filed a NPB case). You don't need a siggy, but I even would have done that at that price (my price is anything over $500 gets a siggy). Almost everything nowadays get delivery confirmation, how did you send it? 60 days is way to long, it should have been sent back to you. That part does not make sense. My guess is that the USPS never scanned it "delivered", if that's the case, contact them and have them scan it delivered (I have done that in the past, but it most likely is too late). Now you know why I baby sit tracking numbers. BTW, YOUR CAPS LOCK IS STUCK.

Paypal and Ebay have nothing to do with credit card charge backs. The cardholder's company makes the decision to pull out the money. Neither Paypal nor Ebay have the power to stop it. The company only looks at the tracking--was it delivered? Nope, charge back approved. You should have bought insurance.
