Their CapsLock key was stuck down, and they didn't notice.
When CapsLock is on, you get all capital letters EXCEPT when you press the Shift key as well... at which point you get lower case instead. So basically it makes your Shift key act in reverse. yOU GET SENTENCES LIKE THIS WHEN THAT HAPPENS.

@OP - Measure the shoe as stated and include a photo of the measurement with the measuring device so there is no confusion.
