Summary of the buyers now are become a con artist. there's online information that tells them how to scam the sellers for free items.
Such as buying item that return shipping is more than items value. So seller refunds without having items returned. Or buy multiple quantities of an item. Make a claim not as described. Seller gives a return label they return one item and keep the others . No way to prove this one. oSo doggone it eBay will give them a refund.
Possibly eventually there will be enough dishonest buyers to ruin the sellers profit. And sellers will say goodbye.

Selling on any internet platform would be the same. Selling a B&M store, it's known as 'shoplifting'. Sometimes even with a 4 employee store, employee theft can be an issue. Overall, it's just the nature of selling as a whole.
But.. if your an small to average, but steady seller, returns like this are few and far between, and 'profits' have to cover the few bad apples that you may run into.

At the point such fraud and theft becomes a situation profit to loss becomes loss over all then sellers will not sell no eBay.
Since this has gone on since the beginning of eBAy and online sale, also before with mail order etc.: it has yet to destroy it.

A seller can minimize the situation you described by not selling multiple items or lots where they can cherry pick and return the rest, or sell electronic items where you become the parts department. And forget about selling something that's too valuable to lose to a scammer. Also, if shipping is going to be expensive then avoid those items as well. There are ilistings that don't attract scammers. The seller just has to figure it out. You won't be able to avoid all bad buyers but it helps to throw a quarter or two in the cookie jar from the proceeds of each sale to offset the shipping cost they lose on returns.

A buyer can order one item, claim snad, return an empty box and get a refund.
It has been that way for a long time, yes it is documented, I am actually more perturbed that some folks are trying to hide it all hush hush like it's some big secret.
It's not, and it shouldn't be, things like these NEED to be PUBLIC KNOWLEDGE.

All of this has been the case since 2008 when eBay introduced the Money Back Guarantee.
In the 12 years since the number of listings and volume of merchandise has been steadily increasing.
Possibly eventually you may be indeed be correct.
But actually currently there is no sign of it.
