Probably another glitch. You could try another browser that might help. Seems eBay has issues with Chrome sometimes.
As for ShipCover they ****. I filed 2 claims about 12 years ago and got banned from the system. It took them literally 10 years to reinstate me. So guess what. I don't use their service at all.
USPS is slow with claims but at least they don't ban you if you make a few claims. Fedex is far better about it. Not even going to mention what I think about UPS.
