Question about Local Pickup, buyers account from outside USA

Hi there! My items are located in the United States, but the buyers account is registered elsewhere. Can they use a QR code or other code to verify the purchase when I sell them or there is some limitation? Regards.

The QR code is given to a buyer when they purchase the item, then at pick up the seller scans the QR code for proof of delivery. How do you expect to do that if the buyer is not local?  
I would cancel the transaction citing problem with buyer's address. 
If I'm incorrect, someone will chime in soon to correct me.

You are located in the country of Georgia.

You claim to have items located in China and the USA.

Digital items are not really located anywhere.

Seems like you are falsely identifying the location to attract buyers.
