Has anyone else noticed their promotional ad rates constantly changing??, I keep getting numerous changes, Example I will set my ad rate to 4.5 the suggested rate, I will get a make offer notice & decide to check my ad rate again, & It will have been reset to 7.0, Which I did not do, Or another Example, It will tell me the suggested ad rate is 7.0, & a few days later say that the rate is 4.5, Very Frustrating & Aggravating!!

I just checked a few....they are exactly what I promoted. Check every sales transaction for fees each day....nothing amiss there.
Have you had CS open a glitch- ticket?

Not experienced the glitch you are describing.
We do ours manually and adjust per item(s) I am promoting (groupings/types). Are you promoting all listings at 1 time?

All of my listings are promoted, you should randomly check your promoted listings to see if it's happening to you as well, like over at least a week

does this apply to your listings?
(I have always manually set mine)
What are automated suggested ad rates?
If you choose to automate your ad rates, we’ll automatically adjust each listing to their daily suggested ad rate after you launch your campaign.
Suggested ad rates may change as your performance, competition, and the marketplace changes. We check for updates daily.
Note: Automated suggested ad rates are currently only available within automated campaigns.

Good catch. I didn't realize there was a feature like that.

What Gatefold said is correct. If you're doing Automated PL's, it is SUPPOSED to change once a day to match current rates. I use it & find it very convenient. I suspect that's what is happening here.

I should add, it's not like you sign up for anything to do Automated PL's, so it's very easy to do accidentally. When you set your campaign, you have 3 choices, so you could have chosen it accidentally or chosen it on purpose & not realized that that's how it works. It's actually super convenient, if that's what you want. I love it. But, I get that if you don't want the daily change, it's bad. All you have to do is choose one of the other 2 types then.

Where do I go to change It?, Because sometimes the difference is way to much

Marketing ---> Advertising Dashboard ---->
scroll down to:
Promoted Listings Standard campaigns
Left column gives you edit options

I don't think you can change it for an existing promotion. I went to Seller Hub>Marketing> & then on the left chose Dashboard. Scroll down & you'll see your running Promotions, but the dropdown there doesn't seem to allow a change. I think you'll have to end it & start another one.
Maybe someone else will know a way?
When you go to create a new one, your options will be Simple/Bulk/Automated. Be sure you pick one of the first 2.

You can choose between fluctuating and fixed promotional ad rate.
From your eBay page, simply, click on PROMOTED LISTINGS
Then, click box that says ACTIONS
Then click SELECT ALL
It will open up to the BULK LISTING tool
Select all by clicking box in top/left corner
From the BULK EDIT drop down menu, select PROMOTED LISTINGS
Then select UPDATE PROMOTED LISTINGS
Lastly, select AD RATE and set up your ad rate as FIXED not fluctuating

Do you get charged the ad rate every time someone clicks on your item ? or is the 4.99 flat fee just a one time payment until you sell or take your item off ?
