My promoted listings promotions have disappeared. Is this temporary?

My promoted listings promotions have disappeared. Is this temporary?  The last few days have not should the options to promote my listings for position.  Is this a temporary glitch?

I find that promoting at anything less than 10% is basically "vacation mode". Ebay will show my listings if I pay 12.9% FVF and 12%+ in PLF's.

Do you have your promoted listings at 2% or more, as this is the new minimum?

Totally depends on your category. I find 3% works extremely well for me in my category... i promote 2.6% (recommended) on silver bullion and 3%, never more than 4% on coins (sometimes recommended, sometimes well below recommendation).

Really stupid of eBay not to allow promoted listings if your below standards.  Might be all time most idiotic rule ever.
