I, too, am extremely frustrated. I have been an EBay seller since Ebay started!! When it was DOS and you had to do all your own notifications when items sold, invoiced them yourself, you had to have your own host for pictures, and you needed to know how to use HTML tags, and you collected the proceeds without EBay having their fingers in the pot!!!--- and PayPal didn't exist.
I have over 1000 in positive feedback, no negatives, and ranked as above standard Seller, and I am not allowed to relist three Fingerlings. So China can mass market these in the hundreds on EBay, but a small personal EBayer can't even list three.
Shame on you EBay!!! After all these years, you have taken away the fun!!!
