Your Seller Dashboard is something you should be reviewing at a minimum of once per week. That will key you into any areas you are running into problems with so you can try to do what you can to correct things before the penalty fees come into play.
There are two ways in which Ebay evals a seller. One way is on the 20th of every month and it is based off of the things you see on your Seller Dashboard. Spend some time with it and click on stuff so you can see the details and explanations offered directly on the Dashboard.
