Nothing will be going to Canada from Japan and other Southeast Asian Countries that use Japan as a mail hub.  This is a translated version, but no mail or EMS will be processed that is destined for Canada.  Pretty sure the backlog at Canada Customs must also be enormous.

They’ve also asked the US and the UK, amongst others, to put a hold on mail going to Canada while they catch up on the backlog...

Not true.

There were threats of a strike and/or lockout in 2016 after the 2011 agreement expired but things were resolved and negotiations were resumed.

That was two years ago

In 2011,  seven years ago, the union used rotating strikes, often as short as a single shift, and management locked out all workers shutting down the entire postal system for two weeks. This was the 20th time management had locked out the workers since 1965.

When you start a post with false information, everything else you state becomes doubtful.

Canadian Border Services (CBSA) is a separate government department*.  CBSA is supposed to assess and charge duty and sales taxes on imports valued over $20Cdn (~$15US) most of which probably come in by mail. In practice, most of these low value imports are ignored, since assessing them would cost more than could be collected. These are the eBay packages that are probably building up if they were sent by mail. If they were sent by courier they are moving just fine. Be aware that couriers charge $25 or more for customs brokerage in addition to actual duty and sales taxes.

Larger and more valuable shipments come in by freight not mail. CBSA is still processing those and they are being delivered as ever by  couriers and by freight companies.

If you are a US seller shipping to Canada, you may want to send a Message to your customer reminding them that there have been slowdowns but that the mail is still in fact moving.

Or if you feel more nervous, you could temporarily Block Canada as a destination

(Full disclosure-- I am a Canadian seller and thus your competition.)

That's what we have done--excluded Canada--Permanently.  Unfortunately, shipping to Canada from an international location is hazardous for many sellers even without labour issues (I am a Canadian Expat BTW).  Canada Post will not track internationally sent registered small packages.  So unless an item is sent using EMS (currently affected by labour issues), Fedex or similar, once the 'packet' (our boxes are usually under 200g with product with dimensions of 15 cm x 10 cm x 6cm) has left the sellers country, it could just as easily be on the moon than in Canada.  Unfortunately, priority shipping cost prohibitive.    Wish we could ship to Canada, but it's too costly a risk--especially with the current labour unrest.

Just as an FYI, The 2 small packet services you quoted are for sending packages outside of Canada, not for coming into Canada.

But you are correct that  Canada Post does not provide tracking for international registered mail.  But with that being said,  anytime I’ve ordered something from outside of Canada, I’ve received it without a problem even without tracking.  But I do know that some small packages from China take a long time to get processed by CP, perhaps the same is true for packages originating from Thailand.
