I told buyer to request return to get the label but he told me to send him a label. I am little confuse how am I send him a return label without him requesting?
Sellers does NOT send the buyer label. When buyer opens "return request" this will allow them to "print label" (you will be billed for return postage).

Correct. The SELLER can then choose to send the buyer a label, either on their own, or allowing eBay to do it on their behalf. Hence, the seller DOES send a label.
