is there any way (as a seller) to sent an automatic massage to all the buyers who received their item ?
like as a reminder or a request to write a review /leave a feedback .
thanks

No, there isn't. It's not a good idea to send messages asking buyers for feedback.
eBay sends out feedback reminders to buyers automatically. If buyers don't want to receive those reminders they can turn it off in their settings.
If sellers sent out requests for feedback that would essentially amount to SPAM because either 1) eBay is already sending out those reminders or 2) the buyer has chosen to not receive the reminders so sending them one could result in the buyer leaving you neg FB just because you asked for FB. We've seen it happen frequently.

Some states and communities require that individuals be licensed massage therapists before providing massages.
Or is an automatic massage a new form of AI?

Sending out "reminders" and "requests" for feedback, are effectively requests for feedback you do NOT WANT.
If the feedback wasn't left voluntarily, you don't want it.

Not a good idea. Sometimes a buyer is not 100% tickled pink with his purchase, but decides not to leave feedback because he knows it can harm a new seller. You don't really want to jog that buyer's memory of the transaction.
