Need Help w/Identifying Carved Rock, Is This of Any Significance?

hi everyone.  i bought this on a slow day at an estate sale.  i though it was interesting.  i have no idea if it's some prehistoric artifact or just a tourist's trinket.   any help would be appreciated.  it measures approximately 4.5 inches in height, so it's not large.  also, if anyone has any ideas where else i might go for identification that would be great.  i really don't know who to show something like this to.

hi, thanks, i took your advice and contacted the sac state anthropology museum.  maybe they'll have some ideas.
