There was an estimated delivery date in the listing where you made the purchase. If that date has passed by at least one day, then you have 30 days past that date to open an item not received case with eBay. You go, in your Purchase History, to this particular item and there will be a drop down menu of choices. You click on "did not receive" and then follow the prompts.
