When you say you cannot get into PayPal, do you mean you cannot sign in to your account, or that you cannot contact PayPal?

Assuming you are able to get your PayPal account squared away, what does the error message say when you attempt to list an item on eBay?
If you are attempting to list an item with Immediate Payment Required and are getting a message that "your email is not linked to a PayPal account", you may need to upgrade your PayPal account in order to use that feature. Try listing without that requirement and see if that works.
