Free Monthly Listings not working being charged $1.65 insertion fees

Having  major problems with my   promotional   Monthly 40 free listings in constant error.

Ebay charging me $1.65 insertion fees for listing that should be free they credit the error cost back but I have to ring them everytime to do this. Ebay say it is a Technical problem but still no fixed.

This has being dragging on for around 9 days now??

Yesterday when I bulk relisted, I was shown 0.00 as it used to be.  The day before, after submitting my relists, I got a confirmation like this:

This issue has been fixed for BIN listings but not for Auction.  The Auction listings still show that a fee will be applied until the very last screen.

I'm still getting charged a fee for fixed price "free listings" so not fixed yet.
