The cookie browser error message is a red herring a lot of the time.
With all the URL changes they have been making It is entirely possible that It looks like eBay has coded a redirect loop in there.
I get 20 redirect attempt then a similar fail in Firefox 31. The first request from the active listings page receives a 302 redirect that points at itself, and redirects, and redirects.....

I think it is broken. Was going to suggest another browser, but between us we have Chrome and Firefox failing, and this looks like a server side problem. tyler@ebay
Only workaround I can think of would be an alternate path to managing the automation rules if one exists (what you and I (using Seller Hub) see with the https://k2b-bulk.ebay.com/ws/eBayISAPI.dll?SMRulesRemove type URLS looks like oldschool Selling Manager flow. I don't know if there is a newer Seller Hub version of that function.
Can anybody else using Seller Hub can look at active listings, hover over "Remove Automation Rules" on the "Actions" pulldown, and see in the browser status bar or tooltip if it points at something that looks different from that https://k2b-bulk.ebay.com/ws/eBayISAPI.dll?SMRulesRemove URL? Something more "Seller Hubbly" looking? Or if the automation rules functions in SH in your browser work and don't redirect?
