I don't have any idea. 
Could be you are typing in your ID or password wrong. It happens. 
Any way you're logged in now. Community and eBay are logged in with the same ID and password.

What happens when you try to sign in?

It looks like you have just created a new eBay account. Are you trying to sign in to this account or another?

Are you using a VPN or a hotspot? Or a privacy program like Ghostery or Disconnect? Those can cause verification issues.
