IOS 15.8.2, no more updates for Ebay? The phone is an iPhone SE, first generation? Does this mean that Ebay is over for these devices? Or is there an add-on?….

If there is not a version of the app that works with that operating system, you should still be able to use a browser to reach ebay.com.

You have an outdated iOS that is probably not compatible with the current eBay app.
As @eburtonlab said you should be able to use the browser to reach eBay.com.
