What are these strange metal mysteries???

Does anyone know what in the world these are? Are they old? Ethnic? Both pieces are pretty heavy. The bracelet is stamped handmade and has a symbol I can't make out. The other thing...well I'm not sure what it could be. There's no "give" in it so it can't stretch to fit a neck or head. Surely a child wouldn't wear something so heavy? Does anyone have any ideas?? Any keywords I can use to search these mysteries? TIA for your time, help, and expertise!

Thanks holly! Do you mind explaining how to open it? The opening is 1.5" & I don't think I can physically twist it. It's pretty tight/solid...not sure which word to use.

How much can you bend it?    What is the openibg size after you bend as much as you can.

I think hollyb meant to hold both ends of opening and move in opposite directions. Push one side and pull the other.

I can't get it to twist or bend.... I got this in a jar full of stuff which had a lot of ethnic looking stuff in it...maybe India?

Thank you for that great how to says the idiot named me. 😉 I opened it to 3" which was enough for me to squeeze onto my neck. Should I keep opening it?

I stretched it to a few inches to get it on my neck. By "keep opening", do you want me to continue opening - maybe that would tell you something. I don't think I'm wording that correctly but hopefully it makes sense.
