I think this is a pretty cool bracelet as well, and have to admit that at first glance thought the material looked a bit like elephant hair, but I think elephant hair might be finer than this, and this doesn't look woven either, so probably leather.  

For some reason, this item has a bit of an African feel to it ... just a WAG.  Interesting bracelet.

No it is a very hard dense kind of rubber.
