Item not shipped

I have been a buyer on Ebay from 2017, however on November 5, I purchased a PS5 from a seller, a tracking number was provided with an estimate delivery for the 14 of November, I reached out to the seller about the delivery and was told ''Hey sorry I haven’t been able to send it out yet, I had some personal issues going on. I can give you a refund or I can send it out tomorrow?" This was sent by the seller on the day the item was to be delivered, Seller then asked "Do you want me to refund your money or just send it out tomorrow?" My question is this a scam and how do I deal with this?

It's  up to you to decide. Tomorrow you can file an item not received case as early as tomorrow and get a refund. Or you can tell the seller to ship it. If they don't  send it you have until Dec 14 to file a not received dispute.

Thanks very much, I will request a refund, I find it suspicious why did I receive a tracking number,  if the item wasn't shipped?
