help ID fenton? vases with applied clear glass trim

I see that applied ruffled decoration referred to as rigaree. Looks like they have been ground-down some. Perhaps Venetian (Italian)?

Hi, a picture of the bases may be helpful. I'm guessing they have a rough pontil which would likely exclude Fenton as the maker.
