Unusual vintage print Victorian family beach

Sorry for the duplicate, I tried to edit the previous one but it wouldn't let me. 

Anyway, this print is odd. Can anyone tell me who the artist is and what the printing style is? The frame is probably 1960s to 1980s and the paper backing was brittle and deteriorating. The frame is marked made in Mexico but the framer is from Palo Alto, CA and no longer exists. The boy's hat says Senans. It's very Edward Gorey in style, but I have no clue.

Arc-et-Senans is  place in France.  Perhaps the artist is French?
