I thought perhaps it may be an egg cup but I do not know anything else about it other than it is beautiful. I am a novice and very ignorant in the world of vintage and antiques.
it is a teacup. glass or porcelain teacups in metal holders are common in europe. this could have been made anytime during the 20th century. the designs are probably decals rather than handpainted.
