Help Identifying a Ceramic Figurine Manufacturer

I am trying to identify the maker of a ceramic figurine I have. It shows a Victorian couple courting in a pastoral scene. The makers mark is a geometric pattern that looks like a letter C with dots and a tail (sorry, that's the best description I can come up with). There is also and incised Maltese cross and a piece number 4472. Anyone have any ideas who the maker is?

the clothes are not victorian but from at least 100 years prior.  the mark is an imitation of an old german mark.  I have no idea who made it.
