Have you taken it out of the frame to see if there might be a signature hidden by the frame?
And if you will provide a good photo of the back, that will help determine its age and, possible, gives clues as to its origin (American vs European, say).

Reminds me a bit of The Skater by Gilbert Stuart and the neck scarf looks 18th c as well. If there are miter joins on the stretcher then 185o's + but blunt cuts we'll be looking at pre 1850s.

So, like I said, these blunt cuts (form a strainer) (as opposed to miter cuts that are called a keyed stretcher) help date the painting to 1850/60 back, Could be 18th cent. These elements evolved over time.

I say first half of the 19th century, based in part on the neck stock he's wearing.

Could someone explain to me the difference between a late 18th-century and an early 19th-century neck scarf? They all look the same in these old portraits. Did they change the date when it was called one or the other?
Also, I misquoted (The Skater by Stuart seen in my link when I meant The Skating Minister by Raeburn seen here.
