Why are there so many scam sellers allowed on EBay without being blocked

Why does eBay not seem to be checking scam/bogus sellers recently?

i have just received an ‘item’ that is as far from ordered as could be after the same item was sold by another seller that didn’t send and provided fake/untraceable tracking number, although I should be grateful that this seller actually bothered to send something! This is now the 3rd item this year that has been dodgy yet I do all the research ,checking feedback, prices etc. Yet eBay still allows these sellers to trade ??? I’m now considering deleting my account as it’s just getting worse and worse and allowing these scammers to remain is ruining it for all the legitimate sellers on here
