I suspect that the top bidders will either retract those bids or simply not pay. Note that all the overly high bids are from users with one feedback or less.
There are a lot of counterfeit Forever stamp rolls and sheets being produced overseas and sold for pennies to buyers that may then attempt to sell those fake stamps on eBay or elsewhere as real stamps. Perhaps some of the users behind those high bids have a reason -- valid or otherwise -- to suspect that those stamps are not legitimate and are bidding the price up to prevent others from making a purchase, even though eBay would consider that to be auction interference.
