technical error when returning an item

When returning an item, I get a very non-specific error:

"Something went wrong. It's not you, it's us".

What can someone do under those circumstances?

Click on the *customer service link below and select the "Chat with us" option.  Answer any automated questions until you're able to request an eBay Agent. You can also select the "Have us call you" option.
