Is it ok with eBay for a seller to charge $9.99 to ship a ring across town?

after trying to reach them because I had 6 bids going on small pieces of jewelry ,

I got a message that they only do that to get more customers in thier store.

I said you live in the same town , I can come pick them up,

he said it was really just an office. The best he would do is refund 10% of shipping ,he is charging me $59.99 for 6 pieces of jewelry . 

As a buyer is there any thing I can do
