restricting bidders

Personal settings seem to have no affect on who can bid. Bidders outside the shipping area still bid. Bidders with 0 feedback still bid.

@toontowntrader   You can not block buyers with 0 feedback.  You can only stop them from buying x number items in 10 days.   All buyers start with zero feedback

You need to block buyers in locations you don't ship to in account settings>

I see you are located in Canada so I change the link to redirect you to your Canada account settings>  

Block buyers whose primary shipping address is in a location I don't ship to AND block buyers with 2 or more unpaid in 12 months.

-eBay has NO block for (0) Feedback customers

-Bidders who appear to be outside the US may use freight forwarding companies which allows them to purchase on eBay US.
