no contact from seller

I've been waiting for an item that was supposed to arrive between the 12th-15th. The item has yet to arrve and I have not even gained a tracking number yet and the seller isn't responding.  Ebay's customer service is pretty trash and unhelpful on the phone and there's no real way to speak to a human being and not a robot.

How do I get meaningful support from nonrobots? Do I just wait until my request is over to get a refund?
