cancel sale from out international sale

Hi just sold an item to someone out side of the US.

My listing very clearly says US bidders and shipping only.

They have not paid yet but the reasons to cancel on the cancel page do only inclued:

broken or not available and the buyer has requested the sale be canceled.

How do I cancel this order before they pay if they pay.

The buyer has no sales or perchases.
