Why can't I choose the shipping method when making an offer?

A seller is selling a "buy it now"  item with make an offer. He also has two shipping options, USPS and FedX home. I would like to make an offer but there is no option to choose the shipping method. It defaults to the shipping method with the higher price. Also I don't think the seller will have an option to modify this before clicking the "accept" button. Any ideas?

The buyer is able to choose among the shipping methods offered at the time they pay for the item.
