Whether or not to report a seller

Hi, I think I am having an issue with a seller. I bought an item and it wasn't shipping, so I emailed them and they immediately shipped it but the tracking number is invalid. They are not responding now. The user is gibberish letters with 0 feedback. And I did get one email with the shipping that was an invalid email address with a link that was kind of like phishing. I'm expecting the item not to arrive. Should I just wait until the arrive by date (Tuesday) and then report the item or should I report the seller now? I don't understand how people can take people's money like that. Of course, I'm not 100% sure this is a bad seller, but signs point to yes.
