When an order is cancelled, are sellers still charged a fee?

I see that we are supposed to get fee credits when an item is canceled. But I'm confused what this means on my statement. What is the $6.03 in green and why is the total refund not $35? Who was charged the 6.03?

Whether you get your fees back depends on why you cancelled.
