Shipping Policy

What are the rules around shipping?  I have two complaints about recent purchase, both related to shipping.

1. Seller prints a shipping label, and marks item as SHIPPED almost immediately, but doesn't actually deliver the package for shipping until days later.

2. I choose a specific seller out of a dozen or more, based soley on LOCATION.  I picked a seller close to me to minimize the shipping time and get the item as soon as possible.  Paying a higher price than other sellers were charging located far away.    Well, when I go to track the shipping label I see that the item is being shipped from the other side of the country.   I couldn't have picked a worse seller given my need to get the item as quickly as possible.   Why does a seller show their location as one place and then ship from somewhere else.  That defeats the purpose of reviewing the search results based on DISTANCE.
