Selective enforcement of Contact Information in Postings?

I often wonder why ebay does not universally (fairly) enforce their own rules, even when violations are "turned in"?

Lately I'm seeing some sellers who regular post their phone numbers or other contact info, yet ebay ignores these violations....

From the newer subscriber with his phone number right in the title (i.e. 123831559824) to the international UK seller with over 128,000 listings, all containing his name, address, and email address (i.e. 312699903591 as the most current).

These are obvious and flagrant violations, yet I see ebay sellers in the forums complaining about their listings being tagged when they do not even have the contact info.

Ebay has always been a "depends on who you are" type of enforcer (or maybe "who you know"), but it just seems to be getting worse.

Yes, the reporting system says ebay may give the seller a warning, or whatever else they decide to do (or not do). Just seems unfair that, with certain sellers anyways, its more of the latter.
