A seller's "no return" policy only applies to "remorse" returns.
If the buyer files a "not as described" return within thirty days, eBay's money back guarantee applies.

If you are unable to provide a picture, you may be able to use a picture from the original listing. Or else contact eBay through the Help & Contact page, request a call back and ask customer service to start the case for you without the picture.
If the seller does not provide for tracked return shipping, refund the buyer directly or refund once tracking shows the item has been returned to the seller, after three business days, the buyer can ask eBay to step in.
