Return label

I am a seller trying to buy a return USPS label from Ebay.  I emailed Ebay help for over 2 hours ending up with no help.  There is supposed to be a link on the return details but none shows up.  What am I doing wrong?

2. Find the item under “Returns and canceled orders”
3. Select View return details
4. Choose Print label
