item bought 15 April not covered by Ebay money back guarantee?

I ordered and paid item 15 April. 

Estimated arriving should be 23 April.

Today is 5 May 2019.

I contacted Seller - no reply.

And Ebay inform me by auto - info, that NO money back?

Once person which had bought from me get money back after 3 months!!!

@dakunin   That doesn't sound right.  The only reason an item not received would be denied  when it's within 30 days from the last expected delivery date is if the tracking showed delivery

I would suggest you call CS and ask why.
