eBay's guidance to seller when buyer claims the item is not received is:
"If a buyer doesn't receive their item, they're entitled to a refund unless you can provide tracking information showing that it was delivered".
Nowhere do I find a description of how I avoid sending a refund if the tracking information shows delivery.
If the buyer files a case, I will be forced to issue the refund.
eBay should change their guidance to state that "If a buyer disputes delivery, even if you have tracking info, you are SOL. Send the refund".

No. If tracking shows delivered, eBay will rule in favor of the seller and will not force a refund.
The buyer is responsible for working with his postal carrier to investigate where the item was delivered.
